It established a Mayors Advisory Board to cultivate relationships with municipal leaders worldwide, creating a network of city-level officials committed to adopting CAM's policy frameworks. CAM is funded by the Combat Hate Foundation, which serves as the primary financial conduit routing philanthropic capital to its operations.

CAM functions as the global municipal capture mechanism within the control network, operating the Municipal Antisemitism Action Index to score and rank cities on their adoption of antisemitism policies. Its Antisemitism Research Center (ARC) generates data and reports that feed into enforcement actions, while its Report It app crowd-sources accusations across social media platforms. The Mayors Advisory Board creates a direct influence channel from CAM to municipal leadership, enabling top-down policy adoption at the city level without requiring national legislative action.
