ELNET identifies rising European politicians and defense officials. It invites them on all-expenses-paid trips to Israel (costing up to €5,000 per person), where they are shown military installations, briefed by Israeli intelligence officers, and introduced to defense industry executives. When these politicians return home and vote on defense procurement or foreign policy, they favor Israeli arms purchases and pro-Israel diplomatic positions. ELNET's German operation, for example, secured a €3 billion Arrow 3 missile defense deal after taking the Bundestag Defense Committee to Palmachim Airbase.

ELNET is the European arm of the same network that operates AIPAC in the US. The donor base overlaps: Bernie Marcus (Home Depot co-founder) provided seed capital for ELNET Germany; the William Davidson Foundation, Foxman Family Foundation, and Larry Mizel Family Foundation — all documented in the US Vine & Fig Tree network — also fund FELNET. Steve Rosen, the former AIPAC lobbyist who was at the center of a 2005 espionage scandal, personally recruited Ambassador Ron Prosor to raise funds for ELNET from American billionaires. The Handala Leak of 50,000 Prosor emails confirmed this direct AIPAC → ELNET pipeline.

The leak is the European equivalent of the DDoSecrets leak that exposed the Glazer Framework in the US. Both leaks came from state-aligned hacktivist entities targeting Israeli diplomatic/intelligence officials. Both were distributed by DDoSecrets. Both confirmed the existence of a coordinated, state-directed influence network operating through nominally independent NGOs. The Handala emails specifically confirmed that Israel secretly retained the US law firm Sandler Reiff (2018-2022) to exploit FARA exemptions — the same legal strategy documented in the US Glazer Framework.

The Handala Leak confirmed what the US DDoSecrets leak had already revealed: the Glazer Framework is not a US-only phenomenon. The same intermediated agency structure — Israeli state direction through nominally independent NGOs, using oral coordination to avoid paper trails, exploiting FARA exemptions through legal retainers — operates identically in Europe. The financial contracts revealed in the leak ($9M to Brad Parscale, $4.1M to Graystone, $900K to Bridge Partners) involve the same American operatives named in the US Vine & Fig Tree / Havas Media pipeline.

CFI and LFI operate as parliamentary 'friends of' groups registered as private companies, not charities. This structure exempts them from Charity Commission scrutiny while allowing them to accept unlimited donations without public disclosure. They use this money to sponsor all-expenses-paid trips to Israel for MPs (155 trips worth £367K+ in the last decade), host networking events, and make direct donations to political parties (£10M+ to Conservatives). MPs who participate in the trips consistently vote for pro-Israel positions and against arms export bans.

CFI and LFI are the UK arm of the same transnational lobbying architecture as AIPAC (US) and ELNET (Europe). The funding is opaque in all three cases — AIPAC uses its 501(c)(4) arm, CFI/LFI use 'total exemption' company filings, and ELNET routes through FELNET's US 501(c)(3). The Shai Masot affair (2017) confirmed direct Israeli state coordination with LFI — Masot, an Israeli embassy senior political officer, was caught on hidden camera by Al Jazeera discussing a £1M fund to 'take down' MP Alan Duncan with LFI chair Joan Ryan.
