The Jewish Institute for National Security of America (JINSA) was founded in 1976 as a Washington, D.C.-based think tank focused on U.S.-Israel military and defense policy alignment. It was established in the aftermath of the Yom Kippur War to strengthen the strategic relationship between the U.S. and Israeli defense establishments. JINSA has built its influence through its flagship Generals & Admirals Program, which cultivates direct relationships between retired U.S. military flag officers and Israeli defense officials.

JINSA functions as the military-to-military alignment node in the network's personnel pipeline, running the Generals & Admirals Program (also known as the Generals Program) that organizes trips to Israel for retired U.S. military flag officers. These trips cultivate personal relationships and ideological alignment between American military leaders and Israeli defense officials, creating a pipeline of pro-Israel military voices that influence U.S. national security policy from within the defense establishment. Graduates of the program are placed into advisory roles, defense policy positions, and media commentary circuits where they advocate for U.S.-Israel military coordination.
