Sovereign Matching is a dollar-for-dollar (1:1) sovereign state-matching formula (T_f = C_s + C_p) established by Israel's Ministry of Diaspora Affairs, under which the Israeli government matches contributions routed through domestic U.S. non-profit organizations. The foreign entity administering the matching is Voices of Israel Ltd. (Israeli Public Benefit Company registry 51-5769212, formerly Kela Shlomo / Concert). The formula was designed to double the effective capital available for pro-Israel advocacy operations while maintaining plausible deniability about the source of the matched funds.

Sovereign Matching functions as the financial multiplier mechanism at the center of the network's capital aggregation pipeline. Domestic U.S. non-profits—primarily the Vine & Fig Tree Institute—aggregate anonymized DAF contributions and route them to Voices of Israel Ltd., where the Israeli government matches them dollar-for-dollar via the Ministry of Diaspora Affairs. Settlement accounts are held at Dime Community Bank (Hauppauge, NY) and Flagstar Bank (Woodmere, NY). Bypass codes (EDC761, REGAVIM, SELA, THE EDEN CENTER) route capital to specific operational domains. The matching is structured as parallel rather than conditional funding under the Glazer Framework to avoid triggering FARA registration.
