Glazer Framework

The Glazer Framework was designed by Liat Glazer, who served as Senior Legal Adviser to Israel's Ministry of Strategic Affairs under Minister Gilad Erdan. The framework was developed in response to the legal vulnerabilities exposed by the 2019 Al Jazeera exposé of Israel's covert influence operations, which revealed that the Ministry had funded and directed domestic U.S. non-profits without FARA registration. Glazer's blueprint codified a set of operational protocols that would allow Israeli government objectives to be advanced through structurally independent domestic entities without creating legally traceable coordination evidence.

The Glazer Framework codified the FARA bypass blueprint used across the domestic non-profit network. Its core principles include: (1) oral coordination only—no written directives from Israeli government officials to domestic entities; (2) independent contractor agreements that are goal-aligned rather than task-specific, avoiding the appearance of direct control; (3) informal matching grant systems where sovereign matching is structured as parallel rather than conditional funding; and (4) structural independence of domestic non-profit corporations from any foreign principal. The framework enables the sovereign matching formula to operate without triggering foreign agent registration requirements under 22 U.S.C. § 611.

The Glazer Framework operates in a legal gray area under the Foreign Agents Registration Act (22 U.S.C. § 611 et seq.). By design, it avoids the statutory definition of 'agent of a foreign principal' by eliminating written directives, direct funding links, and formal control relationships. No entity operating under the framework has been prosecuted or required to register under FARA as of 2025.
